The U.S. Department of Education's proposed gainful employment regulation will severely limit access and opportunity for students seeking career skills and training. The regulation will deny millions of students access to the program of their choice.
The proposed regulation does not focus on academic quality or lifetime earnings gained from education. Instead, it uses arbitrary metrics to evaluate programs. The result will disproportionally impact programs that serve minorities, veterans and at-risk students. It will also have an immediate impact on the ability of employers to access skilled employees.
Private sector colleges and universities serve nearly four million students. These institutions provide flexible and innovative programs for students who are juggling work, family and school. The proposed regulation would create barriers to student access and choice without addressing issues of quality.
