The proposed regulation does not focus on academic quality or lifetime earnings gained from education. Instead, it uses arbitrary metrics to evaluate programs. The result will disproportionally impact programs that serve minorities, veterans and at-risk students. It will also have an immediate impact on the ability of employers to access skilled employees.
